To me I think to obtain a US visa, it’s a luck matter. I remember 2010 my mother died in Miami FL the funeral home send all the papers work to US ambassade in Haiti for my brother to get visa to attended the memorial service in Florida, the consulate denied him twice, said you not qualified even the state presentative from Florida send a letter also to the consulate on behalf of my brother the consulate still denied him, last month my uncle died we tried again the consulate said you are not qualified, my brother have a descend job that pay well in Haiti I don’t know why he get denied three times. He travel to mexique, Dominican Republic, chile before oh well I leave everything in God hand this time hopefully next year we tried again.
I am not an immigration lawyer nor am I an immigration expert. But regarding my experiences (actually I hold a B1/B2 and an F1 visa on my passport, both will expire in 2020). I am trying to give you an explanation for what might happen in your brother’s visa case.
First, to the US Embassy funeral is not as important as Haitians believe it. Look, I am not talking about people’s life here, I am talking about the day they bury the death. So in this particular case, the US Embassy see that you are just trying to take advantages of a bad situation. They believe that and, it’s true, there’s nothing special that you’ll be coming to do in the funeral, so your presence is not as important as you think it. It will make more sense if you ask for a visa to go visiting a living family member than one which passed away. That’s why just a few of this case really succeed. So while you are waiting for someone else to died in your family to apply for a tourist visa to come in the US. You better do it for more formal events. Believe me that asking a visa to visit a friend, to visit a city, or just to take a vacation will more likely to succeed than for a funeral or a wedding.
Second, It doesn’t really matter how much you are getting paid. The main requirement for a tourist visa is that they see that you have something that HOLDS YOU in the country. It’s a combination of a bunch of stuff like salary, family, house, and so one. So do not think that a good salary is enough to grant you a visa. On the other hand, you should really be aware of what you define as a DECENT SALARY. I saw the US Embassy salary* chart last year, to them a good salary in Haiti starts at 60,000.00 HTG monthly (at that time 1 USD was worth 60 HTG). So as far as your brother is below this pay you might consider the salary again.
Conclusion, Neither the salary someone is getting paid and the reason he’s trip is about can guarantee one’s the visa. The person needs to convince the consul during his interview. And also, don’t forget that tourist visas are based on quota. That means, there’s a fixed amount of visas planned to be delivered during the year – on a daily basis. Furthermore, the daily basis might not increase (I am pretty sure) even though there were a lot of “qualified” people for the day.
Mathematically, let’s say that the daily quota is 50 and there’re 200 qualified people, the quota will still be the same, so they will automatically drop 150 people.
* It’s a printed paper attached to the wall near the computer the consul is working on it – just make yourself comfortable during the interview and look at their workplace, you might see that paper.
